Garden Reach Shipbuilders & Engineers Limited (GRSE), a Navratna company under the Ministry of Defence, Government of India, has embarked on a major expansion to enhance its shipbuilding and defence manufacturing capabilities in West Bengal. On August 23, 2026, Shri Rajnath Singh, Hon’ble Defence Minister of India, laid the foundation for five brownfield expansion projects at GRSE Bhavan, Kolkata. The ceremony was attended by Shri Suvendu Adhikari, Hon’ble Chief Minister of West Bengal, and other dignitaries.

Expansion Projects

The expansion projects aim to significantly enhance GRSE’s manufacturing capacity and infrastructure. The projects include the development of a shipbuilding hub at Raichak with an investment of over ₹2,500 crore, rejuvenation of the Timber Pond facility at Shalimar with nearly ₹100 crore, and upgrades at the Damodar facility at Kidderpore with around ₹70 crore. Additionally, Yantra India Limited (YIL) will invest over ₹750 crore in two new facilities to strengthen indigenous metallurgical and defence manufacturing.

Strategic Importance

The expansion aligns with the Government of India’s vision of Aatmanirbhar Bharat and Make in India, aiming to reduce import dependence and bolster national security. The Hon’ble Raksha Mantri expressed confidence in GRSE’s ability to meet the growing requirements of the Maritime Forces and other defence stakeholders. The projects will also support the revival of West Bengal’s industrial ecosystem through employment generation and increased opportunities for MSMEs.

As part of its capacity expansion, GRSE has signed lease agreements with Syama Prasad Mookerjee Port, Kolkata (SMPK) for two small shipyards on either bank of the Hooghly, along with a 32-acre riverside property at Raichak. The Raichak facility will feature a 200-metre dry dock, slipway, launching pad, jetties, and block fabrication facilities, enabling construction of warships up to 200 metres and commercial vessels up to 60,000 DWT.

Garden Reach Shipbuilders & Engineers (GRSE) Ltd., a Navratna Defence Public Sector Undertaking under the Ministry of Defence, Government of India, has signed a Memorandum of Understanding (MoU) with global maritime organisation DNV (Det Norske Veritas) on 02 September 2026 during the SMM Hamburg Maritime Trade Fair in Germany. The MoU brings together GRSE’s established expertise in warship design, shipbuilding and marine engineering with DNV’s global capabilities in classification, certification, technical assurance, digitalisation, sustainability and maritime advisory services.

Advanced Capabilities

The collaboration shall focus on key areas including advanced warships and specialised vessels, green shipping and sustainable technologies, digital shipbuilding, AI and Industry 4.0, and skill development, training and knowledge exchange. This partnership is expected to further strengthen GRSE’s capabilities in digitalisation, green technologies and advanced shipbuilding practices, while contributing to India’s ability to undertake technologically sophisticated defence and commercial shipbuilding projects.
